Paulina Rubio is a famous latin singer.  They are probably just friends. Latin people are pretty affectionate. Pictures like that always make a situation look worse than it really is.

Looks totally innocent to me. 2 kisses for hello and goodbye on each cheek, or one on the lips are totally customary. Paulina is living with a very wealthy Spanish businessman (old money family) in Madrid. No wonder she’s hanging out with another Spaniard, especially another famous pop singer.
